ADU costs in Orange County are not cheap, and guides that quote national averages are going to set you up for sticker shock. California is the most expensive state in the country for ADU construction. Here’s what you’re actually looking at.

These figures come from YBL Design and Build’s Orange County data (published August 2026) and reflect current OC market conditions. Soft costs — design, permits, engineering — are not included and typically add low tens of thousands.

For detached new construction, the per-square-foot range is roughly $300–$450/sq ft. Newport Beach and Laguna Beach tend to sit at the top of these ranges due to coastal permitting, lot constraints, and prevailing labor rates.

For context: Angi’s national average for a garage conversion is $110,000. The California average is $160,000 — the highest of any state listed. Our OC range of $120K–$200K reflects that premium, plus local subcontractor rates and permit fees.

What’s NOT Included in Those Numbers

The construction ranges above cover hard costs. You’ll also have:

  • Architectural/design drawings: $5,000–$20,000 depending on complexity
  • Structural engineering: $2,000–$6,000 for detached builds
  • Permits: $500–$2,500 depending on your city and ADU size
  • Title 24 energy analysis: $1,000–$2,500
  • Utility connections: Varies widely — trenching for a new electric service can run $5,000–$15,000 depending on distance from the main panel
  • Landscape restoration: Whatever you disturb during construction

Plan for soft costs to add $15,000–$40,000 on top of the construction number. On a $200,000 garage conversion, your all-in budget might be $230,000–$240,000.

Attached ADUs and JADUs: Costs Are Unverified

I want to be straight with you here: there are no reliable OC-specific cost figures for attached ADUs or JADUs that I’m willing to put in this guide. The cost depends entirely on existing conditions — your current foundation, framing, plumbing location, electrical panel capacity, and how much of the existing structure needs to be modified.

Any contractor giving you a firm attached ADU number without a site visit and existing-conditions assessment is guessing. What I can tell you is that attached ADU conversions are often more complicated than detached new construction precisely because of unknowns in the existing structure. What Drives ADU Costs Up

  • Coastal location: Newport Beach, Laguna Beach, Dana Point, San Clemente all require Coastal Development Permits in some zones — adds cost and time
  • Old electrical panels: Many 1960s–1980s OC homes have 100-amp panels that need upgrading to support an ADU, adding $3,000–$8,000
  • Difficult lot conditions: Slopes, clay soil, drainage issues, and setback constraints require engineering solutions
  • HOA design requirements: Irvine and Rancho Santa Margarita HOAs often require material and color matching that increases cost
  • Premium finishes: The ranges above assume mid-grade finishes. Luxury kitchens, spa bathrooms, or custom millwork push you toward the top of the range

What Drives ADU Costs Down

  • Existing structure reuse: A garage conversion uses existing foundation, framing, and roof — that’s why they’re the most cost-efficient ADU type
  • Pre-approved plans: Using a city’s pre-approved ADU plan can shorten permit review and reduce design costs
  • Impact fee exemption: ADUs at or under 750 sq ft are exempt from most impact fees under California law — the threshold is 750, not 500 as some guides claim
  • Phasing: Building a basic ADU now and finishing interior upgrades later can spread costs

Is It Worth It?

That depends on your goal. If you’re building for rental income, OC rents for 1-bedroom units in South OC currently run $2,000–$3,200/month depending on location and finish level. A $200,000 garage conversion that generates $2,500/month gross rent has a roughly 7-year payback on construction costs before factoring in vacancy, maintenance, or tax implications — consult a financial advisor on the ROI math specific to your situation.

If you’re building for a family member, the math is different — you’re buying convenience and flexibility, not yield.
